Yes. Even if the slider is set to zero the quickness ratings of the players will still take effect unlike some sliders like the clutch slider, which won't have an effect if you set it to zero.

If you're talking about the lack of available animations, it's in the game.
i see..
any tips on blocking? like this?
'coz i accidentally press the block button with turbo >.<
by the way my gamespeed is 80

its really all about timing and situations. timing is important, and a lil bit of sliders and ratings.

The video was made for 2K9 but it's still applicable for 2K11.
