They're not free. The first gets charged to the home team, the second to the road team, and so on and so forth.

Well that's just semantics imo. What difference does it make if it's assigned to a team when they don't call it. But I meant those probably make up for the total of 7 as well.

Try calling a timeout via the Menu screen and it will show the available timeouts left. It works that way in 2K10.
