I think that's the right away to go with Achievements though. Have a few you can get early to get you started, have a bulk of them represent milestones you can reach by playing through the game and then have some that are more difficult to get, to give completionists a challenge and acknowledgment to some of the rarer achievements/situations that you can attain/encounter.
