anyone knows how to edit or hack salary cap to have millions or billions of dollars?

Why?

So that he can have millions or billions of dollars to spend on players. Probably wants Ra$hard Lewis and Gilbert Arena$.

i cant really explain the reason. .but one thing is for signing players none superstar level and also trying to sign good staffs and to last longer on assoc mode.

You may have success with Alec's Trainer. It may have an option to alter the cap and budget issues. As for coaches I will always tweak my staff's salary in REDitor and adjust how many years of experience they have so they stay in game longer.

I guess you want big salary so you can sign everybody right?

How to do:
EDIT ONE OF YOUR PLAYERS, EDIT HIS SALARY UP TO THE POINT THAT IT IS EQUAL TO THE PLAYER YOU WANT TO GET. Kabooom. Get the player.
If it won't stay and contract is only a year. Edit him then add another year. That's easy.
