Display all teams in the game's built-in roster editor. All hidden teams are after All-Time teams and before the Free Agents.

1. Narrowed the impact, now only for roster editing mode (no longer affects Playnow and Blacktop).
2. Dsiabled the staff validation in roster editing to avoid the problem of not being able to exit after entering the staff screen.

1. When adding a new version of an existing file, please edit the previous upload.
