DBF Player Ratings

Just wondering on how the DBF player rating system works? I didn't understand what they meant on the Player Editing DBF Help Guide. Is it take the number in the DBF divide it by 2 and add 50 to got the rating that show up in the game?

0=50
1=50
2=51
and so on...
An increase of 2 in the DBF = an increase of 1 for the in-game rating, starting with 0=50.
1=50
