What program I need to edit .fsh files?

Also can I edit them with Photoshop,and what I can edit with Photoshop?

i never tried fshline, maybe that works

open the folder that has the fshline files in it and right click and create a new notepad file.
Open it up and type in 'cmd' without the ' things. Save it as Start.bat
close notepad and move the xxxxx.fsh you want to edit to that directory
Then double click your start.bat and the dos promt should start up.
type in 'fshline xxxxx.fsh -getidx' and press enter
a new folder should be created containing a bunch of pngs and dds files, delete the dds files and edit the png files to what you want them to be.
In that new folder there should be a index.fsh, when you are done editing your textures drag that index.fsh to the fshline.exe (the best way to do that is create a shortcut on your desktop to the fshline.exe {right click, send to, desktop [create shourtcut]})
after you do that your fsh file should be updated.

thank you very much, that worked, now i just have to figure out, how to put this jersey in to the game http://www.bckalev.ee/graafika/pood/sargid_s.jpg
last time i tried, i almost finished it, but i just could't add it in to the game and it crashed all the time:(
but when i opened miamhome.fsh, there was only 0000.BIG and index.fsh, no dds or png's
in which files are jersey textures?
i've spent days on figuring out, how to create a custom jersy for my favourite team.
creating a custom team itself was a child's play, but adding custom art is real pain in the ***
