What's the best program for cyberface editing?

Please answer on my question,and give me the program,if you can.Thanks in advance.

Photoshop is the best program, but it is very expensive. But GIMP is a free alternative.

I have Photoshop CS 2!Is it good enough?And can you explain me best you can in few words,how I can edit cyberfaces,and if you maybe know how can I change the size and the color of bands,sleeves,ruberbands etc. on players (except when I'm in NBA)?I'll be very appreciative.
