is the substitution enabled in this version???

Short answer: Yes
Long answer: The major bugs only concern the current gen platforms like ps2, xbox and pc.

Yes, but the 360 version hasn't been reviewed well, either. Some excerpts from Gamespot's review of the 360 version (they gave it 6.5 out of 10):

Despite the addition of several previously missing modes, NBA Live 07's many gameplay flaws and uneven visuals relegate the series to the bench for yet another year.

The Good: More game modes than last year; slam-dunk contest is great; commentary and sound are top-notch; level-one superstar moves are cool.
The Bad: Online options are sparse, and lag is a huge issue; upper-level superstar moves are overkill; animation is spotty, and there's lots of clipping; controls are unresponsive; new dunk and layup buttons make controls needlessly complex.

donatello,
does uneven visuals mean that the graphics suck??
is it true that graphics look good only in still picture and not in motion?

the gameplay is choppy and animations are very unrealistic.

Im assuming you have a 360 so download the March Madness 07 demo off the marketplace. It will give you an idea how Next Gen EA bball games are.

I don't know, sorry. I don't own an Xbox, nor do I have NBA Live 07- was just posting from a review I read :)
