Is there any NBA Live 2003 leagues out there? or Fantay leagues?

Try the NBAF league. You can sign up, but you'll have to go on the waiting list. There's about 3-4 guys on the list.

Modem League based in Manila. Dates back to NBA Live 1998. Currently has 2000+ members. I'm not sure if everyone is active though.
