is it in any way affected by the number of minutes you play a player?
and is the increase/decrease in ratings by year or is there a definite rating that a player gets when you get to the 2nd, 3rd, 4th, 5th yr, etc? will it change of i rate the player higher at the start of the year?

Player development has nothing to do with season statistics. A player's development is controlled by their CAREERPKG value (A is the highest value, J the lowest). A player with a CAREERPKG of A stands the best chance of receiving an "envelope" that will increase their ratings, while a player with a CAREERPKG of J will have less chance of improving, and may even decline in the early years of his career.

its kinda sad that playing time and a players' season stats mean nothing in a players' development. Given his CAREERPKG value (assuming I), my rookie power forward (overall rating 59, undrafted) has no chance to become an good/elite player even if he does average 20 pts, 10 rebs and 10 assists. However, i disagree that a 39 year old, even though averaging 40+ pts, 7 boards and 10 assists will improve/maintain his skills for next season.
The players' developmental system should be modified. By how? i don't know. Age does play a factor in a players' skillz, so does his performance on the court. I wonder what system will be implemented in the next installment of NBA live.

Players only improve before the age of 32. After age 32, they'll usually stay about the same, and depending on their CAREERPKG, start to decline.

I think I should get Haywood back then, coz even though is only got 4 points and 6 rebounds for me last season, and Kwame got 20/7/5 blocks, Haywood jumped from 79 to 82 and Kwame only went from 78-79.

But remember Kwame is younger, so he has more time to develop, whereas Haywood will reach his peak and decline earlier...although that probably won't be too much of a worry, since you're playing the console version, aren't you?

So Kwame could still develope into a player near the rating of 90?

Nothing is guarenteed with player development, but there's a good possibility.
