Well.... i got the game afew weeks ago and i just cant win a dam thing...
ive seen so many posts that say one thing then another, people saying that they dominate the game and win easily. but no matter what i do i just cant seem to win. i played as dalas with ray allen, nohing lost to menthis in 4 min 1/4 on superstar.
what i need to kow is
what do i do to make the game SLOWER, is there a patch that does that or something???
i use keyboard and how do i make room for myself to shoot a jump shot?? i keep on gettign blocked or i just do multiple fakes to get he D off me???
how do i hold the ball in one hand??
how can i play in the post with out getting the ball stolen???
and anythign els that u might know to make the game better??

Tweaked rosters have a small effect on game speed, but are unsuitable for Franchise play. The speed is just something I've adapated too (though it does bother me from time to time).
Keyboard Freestyle is very limited. I don't think you can do the step back move, but you can throw a jab step from a standing position. Check the Controller Config to see how it's setup for the keyboard. I use a gamepad with two sticks, so I'm unfamiliar with how the keyboard plays in Live 2003.
Finally, NBA Live 2003 is pretty different from previous NBA Lives. It takes some getting used to. Try not to get too frustrated, you might want to play some exhibition games first. Also, I've found that the difference in gameplay means that even if you could easily win on Superstar in previous Lives, you might want to start out at the Starter difficulty while you learn Freestyle and adapt to the gameplay.

what i noticed with tweaked roster is that the ratings are actualy lower?? y???
and what i did with the blocking is put (for some players who i played 1on1 with) to 50, they still block but the block doesnt go as far off and not as many blocks, cant u do the same for their speed???
and whats that thing with arcade and simulation for slow down the game??

The ratings are lower in the tweaked roster because the ratings are tweaked; those tweaks lowering the ratings in an attempt to reduce FG% and slow down gameplay. Unfortunately that messes up the overall ratings and hence the GM side of Franchise Mode is made very difficult.
I'm not putting everyone's speed to 50, that would make things a little too slow. Speed is just reduced by a percentage.
There are claims that Arcade and Simulation mode are switched (in terms of gameplay), but EA says this is not so, and I myself can't see it. That's about it, you can experiment yourself if you wish.

i did, and what i see is that in arcade it is slower but player like shaq can do xovers, and what i dont know is, is the player rating count in the arcade, coz i know in others nba live in arcare player ratings didnt count??

Arcade mode automatically switched the rules off (though you can turn them back on and play Arcade mode with rules) and as you've already noticed, allows players like Shaq to play above their ratings.
