Smoothing out edges with PS7

Okay, simple question. What's the tool called to smooth out edges in Adobe Photoshop 7? I'm trying to create cyberfaces and I need to fix the edges on the face. I'm still new to it and I need help.

It's the blur tool; the icon looks like a water drop.
