Where is DB command editor

I want to include the Charlotte Bobcats in a season, but I don't know where to look for the DB Command editor. What folder is that in?

DB commander is a program.
you have to edit "teams.dbf", do it with DB commander, or Microsoft access.

I found it. By the way, the TEAMCODE was already at 4. I put it to 0 and it worked.
