Verify your game cache through Steam, and it should fix the problem. It may be called "Verify local Game Files" now.

does nba 2k17 have the same issue with controller settings not saving, like 2k19 and 2k20?

Not for me on PC. Saves 100% of the time.

It may have been a PS4-only bug, but my controller settings did revert from Absolute back to Camera Relative every so often. Of course, that might've been caused by official patches and the in-game updates, which are obviously finished now.
