just download the new 3dmod tool i think 4.83 or something (now u probably have 4.72) and load the textures again that will resolve your bug sure i haved this too

The latest version of the 3DM tool is 4.83.0.

Before you insert the textures into the 2k13 iff file, decompress it with modtool. Then, use 3DM tool to import them.
I had this problem too and it seems that decompressions does the thing.
