just download the new 3dmod tool i think 4.83 or something (now u probably have 4.72) and load the textures again that will resolve your bug sure i haved this too (Y)

Before you insert the textures into the 2k13 iff file, decompress it with modtool. Then, use 3DM tool to import them.
I had this problem too and it seems that decompressions does the thing.
