What am I doing wrong? Tight Jersey issue

I've been trying to save the 2k13.exe after I've used a hex editor to do the tight jersey fix but I get this alert which tells me off the top that shit ain't working. Can someone please help me figure out this frustrating process Thank you
I am also using hex workshop for the jerseys with this (FF0000008180(80)3b8180(80)3b8180(80)3b8180(80)3b)
And Changed all (80)3b into (90)3b
Should look like FF0000008180(90)3b08180(90)3b08180(90)3b08180(90)3b
So when I save, I get this message;

you can't modify legitimate exe files, which is why there is no distribution or discussion about exe modding on this forum.
