Stuttering in the menus

I just bought NBA 2k12 for my PC, and when ever I start it up, it runs fine and everything but I can notice a little stuttering on the menus, and then it slowly gets worse to the point where I can barely do anything on the menu.
It runs fine at 52 FPS in game with max settings but on the menus, including the pause menu, it stutters. And i'm new to the forum so i'm sorry if I did anything I shouldn't have, here. So is there anything I can do to fix this?

if the game has a shoddy connection to the internet, that can happen. Try disabling your internet adapter, unplugging, or turning off wireless, however you have it set up, then run it and see what happens.

I tried it and it still does it.....would anything else be causing it?

What kind of processes could be causing it? I don't want to sound noobish but this is really annoying.
