its because you have the 2k12 pc patch installed, when 2k patched the game it caused the rookies tattoos to not show up, so the problem is the new patch exe, only way to fix that is to download a prepatch exe (or know as gameplay adjustments done by michaelvlutz49) can be found on moddingway or this site as well, i personally use version 6.5, which can be found here http://wwww.moddingway.com/file/19794.html
rookies tattoos will show back up after you put this in main 2k12 folder
