I downloaded his CF and got the rookie arm fix but it is still messed up..

you need to make sure the png#### you downloaded has the numbers matched with whatever roster you are trying to use for his CFID number

How do I find the appropriate #? I'm using King 12's latest roster.

open it with the REDitor, free version will work

you could use NBA 2K12 Cyberfaces Manager as well
