You might try
nGlide. As far as I've understood from the website, it simulates a 3Dfx environment of a Voodoo graphics card even though you do not have it.
After you've installed it, things might get tricky. They have not made a fix for NBA Live 2000, but they have for 98 and 99. This is just guesswork: download the
NBA Live 99 registry fix and extract it somewhere, but do not run it yet. Open the file with Notepad and for every time it says "NBA Live 99" type "NBA Live 2000", save the file and run it. Then go back to the NBA Live 2000 3D setup and choose "3Dfx Voodoo".
This is just an experiment, but I feel it's crazy enough to work.
