Why can't we change the foul out on PC

I play with 6 minute quarters and I want the foul out to be 3 but I cant change the setting other than to off. I'm sure there's and easy way to fix this, I just haven't found it.

there isnt an easy way to do it, but maybe one of the trainers or T-Search people could help you swap it to 3.
