2KRon confirmed that the PC version will have all capabilities as the console versions. So, pretty much it's a yes. Unless they are idiots posting false information.

the main question is ...will they have ip to ip like EA used to have

I just received a a private message from a known NBA 2K Producer @ operationsports.com regarding online functionality that I would like to share with the PC community:
Me:
Just wondering if it's 100% confirmed that the PC version will get Living Rosters, as well as the ability to play against other users online and so forth just like the 360 version and the PS3 version?
SimBaller, NBA 2K Producer:
Full support.
So that's good news for us PC users, we get official roster updates + dynamic commentary + the ability to play other users online!
Thank goodness EA LIVE dropped the ball on us, PC gamers. 2K is the best!!

And here I was thinking that it would be same as last year.

So, it would still be $20?

Probably not.

they are still selling it for 20 bucks even though it isn't watered down at all

TC : its been written everywhere that this year pc will have full support online, so thx for confirmation
BUT :
the main question is ...will they have ip to ip like EA used to have ??? = possibility to make custom leagues, play custom classic rosters, against friends ...Ect ect
would be nice to suggest it to them:)
thx

Full online support = online leagues, team up(5 on 5, up to 10 users), crews, and living rosters. They might have IP to IP, or they might just connect users through their own interface.
