I'm just making sure, the next current roster update for NBA Live 2003 is coming out really soon, right?

I don't know when it will be coming out. There's much, much more interest in NBA Live 2004, and I'm working on improvements to my NBA Live 2004 roster update. I'll update the NBA Live 2003 roster patch as soon as I can, but for now the NBA Live 2004 update has top priority.
