I think that the reason why Live 365 is not updated in Dynasty is because once you use a particular roster update from Live 365, the default rosters, or your own user-edited rosters, you essentially take that roster into your particular dynasty and everyone on your team and the other CPU teams play according to the Player DNA that you used to start your Dynasty mode with.

It would be cool if you could play a Dynasty like that and utilise the updates but that should be an option, not the norm because it wouldn't suit everyone.
