tried it an it wouldn't let me set it to real time but put it on high instead. what are some other stuff we can close during games?

Try starting the game without any USB devices attached. I've heard people fix an issue by doing this before.
Update your videocard drivers. Even older drivers might help if newer ones don't.

Try changing the 2 to a 0 instead. If you notice the other "logical core" options in the config file, they have them set to 0 or 1, not 1 and 2. Hell, you could try setting it to 1 and 1 and see what happens. Nothing wrong with experimenting with the file, just make a backup or atleast remember your changes.
It sounds like your Pentium D is having the similar issue as people with AMD dual cores. I wonder if it is the timing issue or if your computer is throttling down due to heat. Just some more thoughts that are jumping into my head as possibilities. If you aren't having problems with other games, then the throttling issue is not likely.
