You can always copy/rename the jersey files as necessary so that they're used as both the home and away jerseys, but if you wanted to do it through DBF editing just change the SHPNAME for the East's home jersey entry to "away" and the SHPNAME for the West's away jersey to "home".

do have to make sure though that the team still needs an "away" SHPNAME somewhere

...because the player edit screen puts jerseys on players based on SHPNAME's labeled "away" i havn't experienced it, but i'm sure if u go into a player edit on a team that doesn't have any "away" at all it will crash

Ah, of course; I forgot about that. With that in mind, it would probably be best to duplicate and rename the updated jersey files. That's what I've done in the latest NLSC roster.
