Resigning players with low ratings while over the cap

Has anyone been able to resign a player with overall low ratings, not just the overall, when they were a free agent? I mean on a team that has no cap space to resign them? Has any one been able to resign those type of players to the mid-level exception for at least 3 years?

In all the years i have played 07, i don't think i've ever tried that. And i can never resign cpu generated rookies, who were drafted in the 2nd round, in the year their contract expired. They never have stars next to their names and they never want to come back. A player that comes to mind with low overall ratings is someone like Semih Erden of the cleveland cavaliers who's a free agent in year two i think.
