If I saw correctly, the patch is missing some players that either went overseas or retired (Chris Webber, Josh Childress, Sarunas Jasikevicius etc... Just to name a few.) And then I also noticed that other retired players or guys that went overseas are in the patch (Earl Boykins, Nenad Krstic, Bosthjan Nachbar etc...Just to name a few.)
So my question is, what goes into your decision making on which players to keep in the patch that are retired/overseas?

Oversight, basically. I'll be moving a few more players to team 32 in the next version. If you'd like to use them they're still in the rosters though; just open up players.dbf, locate the player (such as Chris Webber) and change their TEAM value to 50. They'll then appear in the Free Agents.

Impossible, all required art files are included and the installation routine is set to detect the installation folder for NBA Live 07. On the offchance that the art has been misplaced, run a Windows search for derose_.fsh to see where the files have gone.
