Where can I get these controlle??

-CPU substitution frequency slider
-Fatigue Effect On/Off option in general gameplay options

help please

The sliders can be found under Gameplay Settings. The Fatigue Effect option is only available after installing the official patch.

Well, the bottom line is you'll need to install the patch to get the Fatigue Effect option.
