I understand what the clutch rating is supposed to reflect, but what excactly does it change/do?

Also, how can you increase and develop it in dynasty mode?

Players with high clutch ratings perform better in high pressure situations, so you'll want them on the floor when the game's on the line. They tend to hit more shots or make timely defensive stops. The clutch rating also determines the X-Factors, which allows players to gain Star level FSS abilities suitable for their ratings if kept within the flow of the offense throughout the game.
