teamgear combine

i'm looking to either find or create a teamgear.dbf file that combines a couple things. one is unlock everything, meaning uniforms in the game and 2 change the neck type for all to the type Minn. and Boston use currently. i've seen each done, but haven't seen these combined, and every attept of dbf editing i've done, comes out currpt. i've tried several recommended dbf editors, so i need help on this one. I wish i knew the source name to referance threads who said the lines to change as i write this but don't at the moment.

anyway if there is one out there i appericate being referenced to it or some one able to do this without getting a bad resulted file.

i think i'm talking about the same file for these two items.
