What kind of graphics card do you have? Its likely that your grpahics card isn't supported by the game, and that's why the lighting option is grayed out.

I looked up your graphics card and you might be able to get away with turning on lighting with someone else's settings files.

Go here - http://www.nbaliveforums.com/ftopic42117-0-asc-0.php
Download Jimmy's gamefix, you will need winrar to extract the file. Open the rar file and there should be another rar file inside it named "settings.dat with Lighting On". Open Windows Explorer and navigate to your My Documents/NBA Live 07/settings folder. Backup the settings.dat file in that folder, and then extract the other settings.dat "with lighting on" from Jimmy's gamefix' archive. You will lose your sliders and any other options like in-game settings, detail settings, rules, and preferences. Play a game and see if lighting is on. If it didn't work, just delete the new settings file and rename the one you backed up so you can get your settings back. If it does work, lucky you.

Here's a list of video cards from the NBA Live 07 readme. I'm not exactly sure which ones support lighting, but I can guess that the ATI Radeon 9200 or newer, and the Geforce FX or newer, all support lighting. The Intel chips they mentioned can turn lighting on only with the settings file I told you about.
ATI Radeon 7500, ATI Radeon 8500, ATI Radeon 9000, ATI Radeon 9100,
ATI Radeon 9200, ATI Radeon 9500, ATI Radeon 9600, ATI Radeon 9700,
ATI Radeon 9800, Radeon Xpress 200, ATI Radeon X300, ATI Radeon X550,
ATI Radeon X600, ATI Radeon X700, ATI Radeon X800, ATI Radeon X850,
ATI Radeon X1300, ATI Radeon X1600, ATI Radeon X1800, ATI Radeon X1900
Intel 915, Intel 945/950,
NVIDIA GeForce3 series, NVIDIA GeForce4 Ti series, NVIDIA GeForce FX series,
NVIDIA GeForce 6200, NVIDIA GeForce 6600, NVIDIA GeForce 6800,
NVIDIA GeForce 7300,NVIDIA GeForce 7600, NVIDIA GeForce 7800,
NVIDIA GeForce 7900, NVIDIA SLI Technology.

***NOTE: Laptop versions of these chipsets may work, but are not officially
supported. The NVIDIA GeForce2/4 MX series are also not supported.
Ensure that you have the latest display driver installed from the vendor’s
official website: www.ati.com, www.nvidia.com, www.intel.com.
