2nd controller defaults to keyboard!!

Anyone know any way to fix this?
If I have a 2nd controller plugged in, and I try to play a 2 player game...
I have to hit controller config on the 2nd controller before the game, otherwise it defaults to keyboard controls, even though a controller is selected.
Is there any way to make the game recognize that it's a controller and use an appropriate configuration profile by default???
