can you get rid of the salary cap restrications in dynasty mode?

Well as illini pointed out this belongs into the dynasty issues section. But to answer your question: You can't get exactly rid of it but there's a way to increase the salary cap via hex editing. For a How-to just look into the dynasty issues or try using the search function.
