Change his TEAM and CASH_TEAM to 37. Make sure you set his ROSTERPOS to 12. He'll show up in the first inactive roster slot in the 90s All-Stars, from there you can reorder the roster as desired.

Does it matter that I add more than 15 players in 1 team?
Also I want to eliminate Larry Johnson from the 90's,
but I don't want to put him in the free agent pool,
what should I do?

Yes, that would make a difference. You need a free roster spot to add him to the team. To remove Larry Johnson from the roster without placing him on the Free Agents, just change his TEAM and CASH_TEAM to 32 (the Retired pool).

But I noticed something, Reggie Miller and Robert Parish are in the game but they are not on any team's roster nor in the free agent pool.
What is that? I think their team number is 40.
