Where can I just adjust FATIGUE EFFECT?

I already installed the official patch but still it has no option on adjusting the fatigue effect level. And also the CPU won't sub even though I set the CPU sub to 50-100 and still the CPU only sub players when the player has 2 or 3 fouls in an early quarter...I need help, thx...^^

The official patch doesn't add a Fatigue Effect slider, only an On/Off toggle option. The only way to get players to fatigue more quickly is to globally decrease everyone's fatigue ratings.
