Question about re-signing players

Alright, so here's the story;

I got Chris Bosh and Carmelo Anthony on the same team; they both expire this year. In the off-season, am I aloud to go over the cap to re-sign both players?

example.

Right now Carmelo, Bosh, and Ruben Patterson are expiring for me.

in the off-season, would I be able to re-sign Bosh to let's say 13 million/6years and Carmelo another 13 million/6years?

As long as you have their bird rights, you should be able to sign them at any amount they desire. So you should sign them during the first signing period (when you can only sign your own players), so you still obtain their bird rights. If you drag and sign them after the draft, you will lose their bird rights, thus when you have to resign them again, you can't resign them unless you have a cap space.

how do I know if I have their bird rights or not?

If theyve been in your team 3+ years = Bird rights

does that mean I can't re-sign Carmelo? because I just aqquired him from the Nuggets and my team is the Raptors.

I think so. Unless he accepts lower deal or mid level exception, he probably will test the free agent market. Thats realism for you, trades and player management is even tougher in real league.
