Yes, I'm working on one for the NBA Live PC project but it is not close to being finished yet. Keep checking that section for progress reports, as well as the latest from others contributing to the project.

I think there is no rush, considering that some changes will happen from now until the first season's game.

I won't be making any of the cyberfaces myself but yes, the idea is to include cyberface updates.
