The dbf files must be placed in their own folder under the saves folder. Usually that's just a matter of extracting the files to the saves folder, which is found under My Documents\NBA Live 06.

Any art patches must be placed in the sgsm folder, which by default is located at C:\Program Files\EA Sports\NBA Live 06\sgsm.

You need to unzip the .rar file and extract all the folders inside. Then do the following:

1)copy the roster and put it in C:\Documents and Settings\(yourname)\My Documents\NBA LIVE 06\saves

2)copy all the other patches and put it all in C:\Program Files\NBA LIVE 2006\sgsm

To open .rar files, you'll need WinRAR. You can download it here.

You need to install WinRAR, which you can then use to open the .rar file. Once you've done that, you can extract the files to the folders mentioned above.

They might be stored within folders in the .rar. If you see folders when you open the .rar file, click on them first.

Either the update is missing some required art files or they've been extracted to the wrong folder.
