If somebody knows what to put in the missing fields below or if someone wants to correct something... reply in this thread so i can edit it!!! This will also serve as a guide for other newbies who wants to edit the draft rookies in their dynasty!! and also can help me!!
DELETED = Write FALSE if you want to put an original player as a draftee.
NAME = Put the last name of the rookie you want to add.
FNAME = Put the first name of the rookie you want to add.
NICKNAMEID = Corresponds to nicknames.dbf. If you want to make a new nickname for your rookie, edit nicknames.dbf and put in this field the ID of the new nickname.. Else just put -1.
PLAYERID = The rookie's ID number. corresponds to appearance.dbf.
NUMBER = The jersey number of the rookie.
POSITION = Rookie's primary position.
POSITION2 = Rookie's secondary position.
SCHOOLNUM = Rookie's college. Corresponds to schools.dbf.
PLAYRVALUE = This is to determine the overall rating of your rookie. It is calculated by the game depending on what rating the rookie have, but you can edit it if you know what your doing. Remember, this value changes after you draft the rookie. It may decrease or increase depending on what the game calculated.
DSHOOTRANG = Shooting range of your rookie (8-25 ft).
SCOREAREA = Rookie's offensive style. Refer here.
THREEPTSTY = Rookie's jumpshot style. Used in the 3 pt. shootout.
ORIGTEAM = Put 39. This will add the rookie in your upcoming draft.
TEAM = Same as above. Just put 39.
ROSTERPOS = Put 0. Don't know why?!?
BIRTHDATE = Put the birth date of your rookie in this format -> YYYYMMDD. where YYYY is the year, MM is the month (if single digit put 0 first, eg 05), and DD is the day (if single digit put 0 first, eg 05).
BTOWNID = Rookie's birth place. Corresponds to birthtown.dbf.
DPLACE = I think this describes as what country the rookie came from. I think 0-3 is America, 4 is Europe, 5 is Africa, and 6 is Asia. You can see this when you assign your scout. Correct me if I'm wrong.
DOVERALL = ? (I have no idea. Generated rookies have values ranged from 0-2. But this changes after the draft determining the overall draft position.)
DUNKPACK = Rookie's dunk package. Refer here.
DESTINY = Rookie's destiny and development potential. Determine a rookie's chances of improving/declining. Ranges from 0 (Best) to 8 (Worst).
ISPLAYABLE = Determines whether a rookie can play. Just put TRUE.
ISCREATED = Just put FALSE.
ISGENERATE = If you want to add an original player or you want to put a cyberface or portrait to your rookie, Put FALSE.
PLAYERPKG = If you want to add a cyberface to your rookie, change the current generated rookie value (plyrXXX) with the cyberface ID. First two letters of first name, first five letters of surname (eg ALHENDE). if the last name is less than 5 letters put an underscore (eg BOSURA_).
ROOKIERANK = Projected draft position. You can see this when you assign your scout.
CASH_TEAM = Again put 39.
SFGATT = Just put 10. This is for your scouting.
SFGMAD = Same as above.
STHREEATT = Same as above.
STHREEMAD = Same as above.
SFTATT = Same as above.
SFTMAD = Same as above.
SBLOCKS = Same as above.
SOFFREB = Same as above.
SASSISTS = Same as above.
SPERFOUL = Same as above.
SSTEALS = Same as above.
SDEFREB = Same as above.
STURNOVER = Same as above.
SMINUTES = Same as above.
SGAMES = Same as above.
SGSTART = Same as above.
SEJECT = Same as above.
CSFGATT = Same as above.
CSFGMAD = Same as above.
CSTHREEATT = Same as above.
PASSISTS = Put field goal rating here. From here until CPPERFOUL determines the rookie's ratings after the draft. This may increase or decrease depending on the game.
PPERFOUL = Put 3pt rating here.
PSTEALS = Put free throw rating here.
PDEFREB = Put inside scoring rating here.
PTURNOVER = Put dunk rating here.
PMINUTES = Put steal rating here.
PGAMES = Put block rating here.
PGSTART = Put def awareness rating here.
PEJECT = Put off rebounding rating here.
CPFGATT = Put def rebounding rating here.
CPFGMAD = Put passing rating here.
CPTHREEATT = Put off awareness rating here.
CPTHREEMAD = Put dribbling rating here.
CPFTATT = Put quickness rating here.
CPFTMAD = Put jumping rating here.
CPBLOCKS = Put strength rating here.
CPOFFREB = Put speed rating here.
CPASSISTS = Put stamina/fatigue rating here.
CPPERFOUL = Put hardiness rating here.

LEARNING = Learning attribute. Used with DESTINY to determine the likelihood a rookie will improve with training. Ranges from 0-99 (0 being the worst and 99 being the best).
WORKETHC = ? (Does not comply with what the players.dbf tutorial says because as what I noticed, most generated rookies have values of 30 or more instead of just 0-3.)
SPEECHID = Link to player's audio files for commentary and PA announcer. You can ask for rookie SPEECHIDs from patchers or you can make your own using Audy06.
SPECMAP = ? (Don't have a clue.)
DFLTTEAM = Just put -1.
Most of this info i got from the players.dbf tutorial but not all because some fields for the draft rookies are different than players already in the game, so some of the info I acquired from other members and some from trial and error!! Please correct me if any info is wrong and please fill up those missing infos.
