Increased Staff Budget?

I haven't played in a while. I seem to recall that over time you can get more money from the owner to spend on staff. Am I remembering wrong? If not, anyone know what triggers it? I'm wondering if it only happens after all of your staff becomes free agents, when you have a certain rating, or something like that.

You can only get increased staff budget within the game over time, i.e., when you have more experience handling the team and the "team owner" is "happy" and "does not second guess your judgment" anymore. Over time in 25 years I had the budget total of almost 4million, enough to get those top notch staff. But only when they are free agents. Otherwise, I had the extra funds were unused as there are no more worthy staff expensive enough to hire.
