How to do this .dds thing?

i am currently trying to edit some .dds files. The only problem is when i extract them as .dds instead of .bmp i am able to open them and edit them, but when i save it and import it back in the graphic changes. For example. WHen u look at tatoo files they have this blue back ground and the tatoos are printed on the blue and when u use the player there are isnt blue just the tatoo shows up. When i edit it and import it the background color now is the color of the players arms. What program can i use?

basically wat i mean is how do i make the tatoo appear on the players body without the background color of the tatoo picture showing on there skin also

sorry but its not that. See this pic? when you see it in the game it shows the black and red thing on jordans leg only none of the blue. But when i export and make changes to it and import it back in the blue shows all over jordans leg. What can i do?
