How can I get real rookies into my dynasties draft?

I have searched around a lot and looked for the answer on here, so sorry if the question has been asked before. But how can I get real rookies into the draft for my dynasty? I am getting toward the end of my first year in my Bulls dynasty and I see other people doing it, but how can I get guys like Reddick, Rudy Gay, Morrison, etc etc?

I have looked at this tutorial, but I am pretty sure it is for NBA 05

Do I before the draft, or after?

So what do I do go to players.dbf and who do I edit? Where are the guys in the current draft class? Do I have to like go into my game and remember all the guy's names or something? And how do I make sure that like the good guys like Gay and Morrison will be good in my game?

The procedure is basically the same for NBA Live 06, only the dbfs have a couple of extra columns this year for attributes such as work ethic and learning ability.
