Nothin worse than an average or worse "depth" Draft.is it possible to modify it,so it perhaps alternates yearly between strong and very strong?

I never heard of a way to change that. You'd have to fiddle with the game mechanics which is not possible. But if you do your scouting work properly, the draft depth doesn't really matter...

You could probably edit the rookies yourself, giving them better ratings. Even if it still shows as being a weak or average draft, the generated rookies would be better.

umm yeah it does.Higher rated rookies come out of the strong drafts
