Dynasty Story Question

Hey everyone. I didn't really know where to post this, so I just stuck it here.

Well, here's my little dilemma. I want to start a dynasty story, and I see all of these amazing ones with great graphics, and, well, I'm stuck here with Microsoft Picture It! and I don't think it's sufficient (is it?).

My question is, are there any programs that you can get for free or are there any Photoshops that are decent and aren't going to put a massive abyss in my wallet (I live in Canada) ?

Sure thing Moop_Moop, let me know how it works out.. I've never tried Gimp, but it seems pretty damn good for being free..

Pictures alone don't make a Dynasty, though they are quite popular.
