After you waive a player, their salary remains on the cap as if they were on the team. Essentially what your doing is just creating a free roster spot.
You can still trade whilst being above the cap, but salaries have to be within a certain percentage of eachother...25% i think. So for eg. if you want to trade a player that is worth 10 million, you can trade him for a max player/s with a total contract value of 12.5million or a minimum 7.5million. If the salaries aren't within 25% +/- then you won't be able to trade.
Hope that makes sense......i'm pretty sure thats the way it goes...i havent even ventured to make trades in 06 yet.
