rookie ratings before draft in dynasty, can be set in dbf

the passists to the cpsteals columns are the rookies ratings. not sure which column sets which rating yet, but i set one player to all 99 and went through the draft and he was generated 99 ovr, and a few of his ratings generated at 98.

passists is the fg rating, pperfoul is 3pt, and so on.

just in case anyone didn't understand, or looked in a roster file, it's for dynasty players dbf. you can set the ratings of the rookies you scout in your current season, and the scouting grade will reflect whatever rating you give them, and they will be mostly the same after the draft. the more you scout a player some ratings change slightly, but just a few points from what i noticed.
