salary cap question

Can somebody explain to me what it means when it says "when trading above salary cap, total dollar value for each team must be within 25% +/- 100K"

I know it's a noob question but does it just mean if I'm over my cap, I can still trade but total player salary I'm trading has to be within 25% of total player salary I'm trading for?

You need to make sure that the salery is about even Incoming and outgoing unless one of the teams is not over the cap then they can give less salery but recieve more. dont know if that makes much sense but hope it helps you.
